If you live and work in Kuwait, the Civil ID is the single most important card in your wallet. It is not just an identity card. It is the number that your employer, your bank, the clinic, the telecom shop and almost every government counter will ask for first. This guide explains what the Civil ID is, who issues it, how to check and renew it, what the Sahel app can do for you, and what to do when the card is lost, expired or carries wrong information.

This article is about Kuwait only. Rules in Saudi Arabia, the UAE, Qatar, Oman and Bahrain are different, so please do not apply this to another country.

What the Civil ID actually is

The Civil ID (البطاقة المدنية) is the official identity card issued to everyone registered in Kuwait’s civil information system, including expatriate residents. It carries your Civil ID number, your name, your photo and a card serial number. For expatriates, the validity of the card is tied to your residency, so the card and your residency permit are closely linked but they are handled by two different bodies.

• PACI (Public Authority for Civil Information) issues and renews the Civil ID card itself and holds your registered address.
• Ministry of Interior (MOI) handles residency permits, visas, traffic and driving licence matters.

Knowing which body owns which problem saves a lot of wasted trips. If your residency is the issue, PACI cannot fix it. If your card is the issue, MOI cannot fix it.

How to check your Civil ID status

PACI runs online services where you can check two different things:

• Card status – whether your new or renewed card has been printed and where to collect it.
• Card validity – whether the card in your hand is still valid, usually checked with the serial number printed on it.

Both are available through the official PACI portal at paci.gov.kw and its services site, and the same inquiries are listed in English on the Kuwait Government Online portal, e.gov.kw. Use those addresses directly. Do not search for “civil ID check” and click the first result, because many copycat sites collect your Civil ID number and passport details.

Renewing your Civil ID

For an expatriate worker, renewal normally follows the renewal of your residency. In most cases your employer or sponsor completes the residency side first with MOI, and only then does the Civil ID renewal go through. That is why workers sometimes find the renewal is “rejected” even though they did nothing wrong: the residency underneath it has not been completed yet.

PACI provides a Civil ID renewal and payment service for non-Kuwaitis online, listed on e.gov.kw and on the PACI services portal, with payment made electronically. Straightforward renewals with no change of personal data are the ones best suited to the online route. If your name spelling, date of birth, photo or biometric record needs correcting, expect to be asked to attend a PACI service centre in person.

One more thing that catches people out: the Ministry of Interior has made biometric fingerprinting a condition for government transactions, and has stated that transactions can be suspended for those who have not completed it. If your renewal will not move at all, an incomplete biometric record is one of the first things to check. Appointments for biometrics and other counters are booked through the government appointment system, which is reachable from the Sahel app.

What the Sahel app can do

Sahel (سهل, meaning “easy”) is Kuwait’s unified government e-services app, published by PACI. It brings services from many ministries into one place instead of making you visit each website separately. Its official description groups everything into four parts:

• Data – your current status with the government: documents, statuses and expiry dates.
• Services – applying for services from government agencies.
• Notifications – alerts and reminders from those agencies.
• Appointments – booking government appointments through the central appointments platform.

In practical terms, the Ministry of Interior has stated that it offers 37 of its services through Sahel, including residency renewal, visas, vehicle licences and paying traffic fines. PACI has added Civil ID address change for non-Kuwaitis to the app, and MOI has added electronic issuing of certain temporary residency permits so the sponsor receives the residency sticker as a notification instead of visiting the residency department to print it.

An English version of Sahel was announced by the government in October 2024, which is a big help if you do not read Arabic. Download it only from the official Apple App Store or Google Play listing published by PACI, and never from an APK site or a link forwarded in a WhatsApp group.

Kuwait Mobile ID: the digital version of your card

Separately from Sahel, PACI runs Kuwait Mobile ID (also known as Hawiyti), which puts a digital version of your Civil ID on your phone and lets you prove your identity by QR code and sign in to e-services. According to PACI, it is available to citizens and residents over the age of 15 who hold a smart Civil ID. Enrolment is done in the app using your Civil ID number, card serial number, passport number for non-Kuwaitis, email and phone, plus a selfie, a one-time SMS code and a PIN you choose.

Two safety points from PACI itself. If your phone is lost or stolen, downloading and registering again automatically cancels the old Mobile ID. And PACI has publicly warned users to authorise a transaction only if you personally started it, and to read the details shown before approving. If an approval request appears on your phone that you did not trigger, reject it. That is how identity misuse happens.

Lost, expired, or wrong information

Lost or stolen card. Report it and apply for a replacement through PACI. The PACI call centre number published on PACI’s own Mobile ID site is 1889988, and it lists Civil ID renewal, Civil ID loss and address change as the matters it handles. Call them first rather than paying an agent in a mobile shop.

Expired card. Check whether the block is on the card or on the residency underneath it. Check your residency and any residency fines through MOI’s own e-services on moi.gov.kw, and check the card through PACI. Do not let it sit. An expired card blocks salary transfers, medical registration, SIM cards and travel-related paperwork.

Wrong name spelling, date of birth or nationality data. This usually comes from how your passport was transcribed at the very beginning, so it must be corrected at a PACI service centre with your passport in hand, not online. Bring the original passport and, if the error came from an attested certificate, that document too. Fees and fines: check, never guess

There are fees for issuing and renewing a Civil ID, and there are penalties for letting documents lapse. We are deliberately not printing amounts here. Kuwait has changed fee and penalty figures more than once in recent years, and the numbers circulating on forums and agent WhatsApp groups contradict each other. A wrong number in your head can cost you real money.

Check the current amount at the moment you pay, on these official sites only:

• paci.gov.kw – Civil ID issue, renewal, address change, card and fine payment.
• moi.gov.kw – residency status and residency fines, traffic violation enquiry and payment.
• e.gov.kw – the government portal listing both, with English pages.

If an agent quotes you a figure that is much higher than the portal shows, stop and ask why. And keep a photo of your Civil ID, your passport page and your residency stamp saved somewhere safe, so you can act quickly if the physical card goes missing.

A simple routine that prevents most problems

• Open Sahel once a month and read the Data section, so you see expiry dates before they arrive.
• Turn on notifications so ministry reminders actually reach you.
• Keep your registered address updated with PACI when you move rooms or accommodation.
• Never hand your Civil ID or Mobile ID PIN to anyone, including a colleague helping you with a transaction.
• If your employer holds your documents, you can still verify your own status online yourself.
