If you work in Oman, two documents decide whether your job and your stay are legal: your work permit from the Ministry of Labour, and your resident card from the Royal Oman Police (ROP). Many workers call both of them “the labour card,” and that is where the confusion starts. This guide explains, in simple words, who issues what, how to check your own status, and what to do if your papers have expired.

Oman is different: the police handle residency

In some Gulf countries, a separate civil ID or immigration authority issues your residence card. In Oman, the Royal Oman Police issues the resident card. The ROP website (rop.gov.om) is where residency services live, and ROP service centres are where you go in person.

The Ministry of Labour (mol.gov.om) handles the employment side. Under Oman’s Labour Law (Royal Decree 53/2023), an employer must get authorisation from the Ministry before recruiting a non-Omani worker (Article 27), and a non-Omani worker must have a work permit before starting work (Article 28). So the Ministry approves the job, and the ROP gives you the card that proves you live here legally.

The 30-day rule after you arrive

The ROP states clearly that every expatriate resident in Oman must obtain a resident card within 30 days from the date of entry. This is normally arranged by your employer, together with the medical examination and the Ministry of Labour paperwork.

If you have been in Oman for more than a month and still have no card, do not wait quietly. Ask your employer or PRO for an update in writing (a WhatsApp message is fine as a record). The ROP’s own fee list includes an extra charge for each month of delay in applying for the card, so waiting only makes the problem bigger.

What the resident card shows and why it matters

Your resident card carries your civil number, your name and photo, and an expiry date. That civil number is the key to almost everything else in Oman: opening or keeping a bank account, getting a SIM card, registering a vehicle, taking a driving licence, and using government online services.

Together with your registered work contract at the Ministry of Labour, the card is your proof that you are employed legally. If a dispute ever starts, this proof is the first thing anyone will ask for.

How to check your own status

Do not depend only on what your employer tells you. Check yourself, every few months:

• Look at the card in your hand. Read the expiry date and write it in your phone calendar with a reminder three months before.
• Ministry of Labour e-services — eservices.mol.gov.om is the official portal for employment records and work permit matters. It requires a login, so if you cannot get in, ask at a Ministry of Labour office.
• ROP online services — rop.gov.om is the official site for residency and card services. Use the official site or the official ROP app only.
• Ministry of Labour call centre: 80077000, listed on both mol.gov.om and the government portal gov.om.

Renewal: what your employer does, and what you must do

Renewal is a shared job, but the employer starts it. According to the ROP’s resident card renewal service:

• The application must be submitted before the card’s expiry date.
• The employer or their representative applies online through the ROP website using PKI e-authentication, after the passport procedures are completed.
• You, the card holder, must be inside Oman.
• You then attend an ROP service centre in person with your original card and the e-application number to finish the issuance.

Fees change, so we are not printing amounts here. Check the current fee on rop.gov.om or ask directly at an ROP service centre before you pay anyone.

One more point worth knowing: Article 6 of the Labour Law says an employer may not keep your passport except with your written consent. You can ask for it back.

If your card has already expired

Stay calm and act quickly. An expired card does not cancel your rights as a worker, but it does block everyday things like banking and travel, and charges can build up over time.

• Ask your employer or PRO, in writing, for the renewal date and the reason for delay. Keep the reply.
• Take photos of your card, passport page, and work contract. Keep them in your phone and in your email.
• Go to an ROP service centre and ask what your file shows. You are allowed to ask about your own record.
• If the employer will not act, contact the Ministry of Labour (see below).

If your employer will not renew or will not release you

Sometimes the real issue is not paperwork but a disagreement about your job, your pay, or leaving for another company. Those are Ministry of Labour matters, and there is a proper channel.

Under Article 9 of the Labour Law, a worker must first bring the dispute to the competent administrative division at the Ministry for settlement before a court case can be filed. The Ministry has a set period to try a settlement and then refers the case onward if it is not solved. Article 10 gives a dismissed worker 30 days from being notified to submit a complaint. Because these deadlines are short, do not delay.

• Ministry of Labour call centre: 80077000 — ask for the labour complaint service and for your nearest office.
• Labour complaint service on mol.gov.om — the Ministry lists an online complaint submission service for workers.
• tajawob.om — Oman’s national platform for complaints, suggestions and reports, available in Arabic and English, which includes the Ministry of Labour.
• Ministry of Labour headquarters, Muscat — Seeb, Al Maardih Street. Government working hours are Sunday to Thursday; confirm timings before travelling.

Bring your passport copy, resident card, contract, salary transfer records and any messages with your employer. Written evidence matters more than a spoken story.

A simple habit that prevents most problems

Once every three months, do three small things: look at the expiry date on your card, confirm with your employer that your work permit is active, and save fresh photos of your documents. Five minutes of checking is much easier than fixing an expired file later.
